Breeding Pen (Idea) can be unlocked by talking to Tetih after reaching the unlock requirements: Have a male and female of the same species both at 6+ hearts.

Completion Requirements

Breeding Pen (Idea) can be completed after reaching prosperity 50,000  and having delivered Flint (50) and Wood (30) and Plant Fiber (20).

Rewards

Completing the idea rewards the Player with Breeding Pen.
